Bowman assisted NOVA Parks by researching and determining the regulatory feasibility of park facility improvements envisioned for their property adjoining Beaverdam Reservoir. With this study, Bowman’s team prepared a schematic design for potential park features honoring prior legislative approvals for this portion of the site. The feasibility study was expanded to the rest of the reservoir with schematic designs prepared by others. The scope of Bowman’s research involved applicable Loudoun County codes and ordinances governing land use and development to include, but not limited to, the Revised 1993 Loudoun County Zoning Ordinance and Facilities Standards Manual, as well as any existing legislative approvals impacting future development of the subject property. Particular attention was given to parking standards, buffer and setback standards involving Beaverdam Reservoir and adjoining properties, and treatment of intended uses\/facilities (i.e. permitted by right or special exception). Bowman further developed base mapping of the subject acreage to determine development constraints and the boundaries of environmental overlay districts, such as the Floodplain Overlay District, using Loudoun County GIS data, and identified potential access locations and existing public utilities.
